1 To establish authority for installation of irrigation control structures or devices in the Dyking, Drainage and Irrigation Districts.
3 (1) No structures, dams, or other devices, which hold back runoff for the purpose of supplying irrigation waters, shall be placed in ditches or watercourses maintained by the City without authorization of the General Manager, Engineering and Regional Utilities, or designate. For natural watercourses and channelized watercourses, as shown on Map D-660, approval shall also be required from the Ministry of Environment, Lands and Parks.
(2) When permitted, irrigation control devices shall be designed to provide for adequate drainage of upstream lands.
(3) All irrigation works, public and private, shall be removed by October 15 each year to provide adequate drainage of upstream lands.
(4) Irrigation water will normally be supplied by the City from May 15 to September 15 each year.
(5) When there is a conflict between drainage and irrigation, then such conflicts will be mediated by two Agricultural Members of the Dyking, Drainage and Irrigation Committee.
