Guiding principles

1   The cost of all work done by the City for outside firms or persons is estimated, and a deposit, or letter of credit, sufficient to cover the estimate is required before work on the job begins. Upon completion of the work, an adjustment is made to reflect the actual cost of the work done. Exceptions to this are jobs such as street cleaning and cleaning untidy lots, where the person is simply billed after the work has been done.
