2 To ensure that all banners on City operated/owned Apparatuses are displayed in a consistent and appropriate manner.
3 This Policy applies to any individual or organization wishing to display a banner on City operated/owned Apparatuses.
4 In this policy
"Apparatus" means apparatus used to display overhead street banners or light standard banners.
"City" means the City of Abbotsford.
"City Manager" means the chief administrative officer for the City, appointed under Section 147 of the Community Charter; or a designate.
"Mayor" means the elected Mayor for the City.
5 (1) The displaying of banners on City operated/owned Apparatuses is for City use only and not available for public use.
(2) Notwithstanding Subsection (1), the Mayor or City Manager may approve the displaying of any of the following banners:
(a) the United Nations;
(b) a country recognized by the Canadian Department of Foreign Affairs, Trade and Development, when an official representative is visiting the City;
(c) an official Sister City of the City; or
(d) any banner which is required to be displayed by contractual obligation.
6 In exceptional circumstances, and on the advice of the City Manager, the Mayor may approve the displaying of banners not provided for in this Policy.
8 The request will be denied if the content is profane, vulgar, makes offensive signs or gestures.
