Purpose of this policy

1   To establish roles and responsibilities for maintenance, operations and capital works in the Matsqui Prairie Dyking, Drainage and Irrigation District and the Sumas Prairie Dyking, Drainage and Irrigation District specified areas.

Guiding principles

3   (1) Watercourses, pump stations, irrigation facilities, etc., (the “works”), in the Matsqui Prairie and Sumas Prairie Dyking, Drainage and Irrigation Districts shall be managed by the City in consultation with the following Committees (see also Policies Nos. 200-4-02 and200-4-04):

(a) Matsqui Prairie Dyking, Drainage and Irrigation (DDI) Committee; and

(b) Sumas Prairie Dyking, Drainage and Irrigation (DDI)Committee.

(2) The Engineering Department shall maintain and operate the works in those areas to provide drainage and irrigation using the revenues generated by annual levies on the properties in the benefiting areas.

(3) The watercourses maintained by the City on behalf of the benefiting areas are shown on Map D-660, Lowland Watercourse Classification. The irrigation zones are shown on Map D-695, Irrigation Districts.

(4) The City shall pay two-thirds of the costs to operate and maintain the Matsqui Slough and Gilford Slough (McLennan Creek) Pump Stations, and two-thirds of costs to maintain main channels in the Matsqui Prairie Area, to compensate for runoff from the developed upland area.
