Purpose of this policy

1   To establish criteria for the construction of buildings by community organizations on City land.

3   Organizations whose building proposal is recommended for acceptance must

(a) have goals and objectives consistent with City policies, plans, bylaws, codes and regulations,

(b) be non-profit organizations,

(c) offer complementary extensions to recreational or other City programs,

(d) be accessible to the public, and

(e) be patronized primarily by Abbotsford residents.

Guidelines

4   (1) The Applicant

The applicant must have a track record of community service and have reflected general operating principles consistent with those of the City.

(2) The Organization

Organizations offering buildings must have no profit motive, and be registered societies under the Society Act. The services provided by the organization should fulfill some basic needs or otherwise improve the quality of life for Abbotsford's residents. Services and activities should be equally available to all residents of Abbotsford.

(3) The Building

(a) The building must meet zoning and Building Code requirements. Design and finishes must be approved by the City of Abbotsford. All requirements of regulatory agencies must be met and all fees, including building permits, inspections fees, development cost charges and any other applicable fees, must be paid by the applicant. The general contract for the construction of the building, servicing, landscaping and parking areas must be awarded under a competitive bidding process approved by the City of Abbotsford. If the building is constructed by the construction management method, the construction manager and specified major sub-trade contracts must be approved by the City of Abbotsford. Major sub-trade contracts must be awarded under a competitive bidding process approved by the City of Abbotsford.

(b) The building must be functional for the Society's purposes and for general assembly use by the City of Abbotsford as required.

(c) The building will become the property of the City of Abbotsford upon completion and a lease to the organization will be executed. Under the lease, responsibility for operating and maintenance costs will be delineated, and the City of Abbotsford will retain the right to use the facilities for community events as required from time to time.

(4) Financial Participation

The Council of the City of Abbotsford may agree to contribute up to 50% of the cost of a project in exchange for a promissory note equal to the amount of the contribution. The term of the promissory note shall be decided on the merits of the project but should normally not exceed five years.
