Policy Statement

Purposes of this policy

2   (1) To alleviate drainage problems and grade difficulties in melding private driveways with civic streets, lanes and other public rights-of-way.

Guiding principles

8   (1) All driveway culverts shall be installed or inspected by City personnel. Other types of ditch or watercourse crossings, such as bridges, shall be installed by the property owner(s) to City standards.

(2) Property owners, who require driveway access to their property, shall be permitted to construct an approved gravel or asphalt surfaced access, within the public right-of-way, provided that the driveway conforms to the requirements of the City’s Zoning Bylaw and Subdivision and Development Bylaw.

(3) In all cases where a ditch exists, a culvert of suitable size and length shall be installed for driveway crossings. The installation of such culverts shall be done by Public Works personnel, or by a private firm, provided a Street Excavation Permit has beenissued.

(4) Only one driveway access per property shall be provided, to a maximum driveway width of 15 feet for a residential driveway, or 20 feet for an agricultural or commercial/industrial driveway, unless otherwise approved by the City Engineer. Where property is being subdivided, the developer shall pre-pay the cost of installing all necessary driveway culverts.

(5) Culverts, if installed by the City, shall be done at cost. An estimate of the cost of installing the culvert shall be made upon application, and a deposit in the amount of the estimate will be required before to the work being done. The amount deposited shall be applied towards the actual cost of installation, and the property owner may be invoiced or refunded the difference between the estimated and actual costs, whatever the case may be.

(6) All driveway culverts installed in road allowances or public rights-of-way shall remain the property of the City.

(7) Where special circumstances exist, the Director of Engineering may require a drawing of the proposed crossing for approval before construction. One copy of the approved plan shall be retained by the City.

(8) New culverts will be designed for a once-in-ten-year storm. Obsolete culverts shall be replaced with culverts so designed.
