Purpose of this policy

1   Abbotsford is committed to purchasing and using energy in the most efficient, cost-effective and environmentally responsible manner possible.

Goals

3   (1) To implement effective energy management programs that will improve energy efficiency and reduce energy use.

(2) To ensure customer satisfaction, support for all operation and a safe and comfortable work environment throughout implementation of energy efficiency initiatives.

(3) To continue to be a by Hydro Smart partner.

(4) To reduce energy consumption in existing municipal facilities by 15% by 2012 compared to 2010.

Action Plans

4   (1) Benchmark energy consumption of all facilities by January 2010.

(2) Ensure all new facilities earn ENERGY STAR labels.

(3) Develop an energy education plan to teach employees how to save energy at work and at home by September 2010.

(4) Identify specific energy saving initiatives and costs.

(5) Become carbon neutral by 2016 with energy reduction and purchase of Green House Gases (GHG) offsets.

(6) Reduce GHG by 33% of 2020 compared to 2006 as per the Community Action Plan.

Applicability

5   (1) The policy shall apply to all City of Abbotsford facilities.

(2) All building facilities, fleets and street lighting will take part in and contribute to energy reduction, and identify what they are. Including to:

(a) minimize non-essential lights and other loads during non business hours. This is to be communicated by Managers to al involved;

(b) upgrade energy using mechanical and electrical systems with energy efficient systems where payback is eight (8) years or less; and

(c) communicate annual energy consumption and greenhouse gas report data to all staff.
