The Council of the City of Abbotsford, in open meeting assembled, ENACTS AS FOLLOWS:
Merging of local service areas
2 The Abbotsford West Urban Water Specified Area, Abbotsford East Rural Water Specified Area, and Abbotsford East Water Urban Specified Area are hereby merged into one local service area comprising that area of land shown in the attached Schedule "A", to be known as the "Local Water Service Area."
Council is empowered and authorized to undertake and carry out, or cause to be carried out, and provide water works and services in and for the Local Water Service Area and to do all things necessary in connection therewith.
Entire cost borne by owners
3 The entire cost of providing the waterworks and service shall be borne by the owners of land in the Local Water Service Area.
Taxes, rates and charges
4 A sum sufficient to pay for the cost of providing the works and services shall be raised in each year for such period of time as is necessary, on all parcels of land located within the specified area, by way of a frontage tax, user rates, and connection charges, as provided under the Community Charter.
Additional levy
5 Should sums recovered under Sections 3 and 4 of this bylaw be insufficient to meet the costs of providing the water service, a levy may be made in the manner prescribed in the Community Charter, on the basis of net taxable value of all lands and improvements for general municipal purposes within the Local Water Service Area.
Repeal
6 Bylaw No. 45-95, "Abbotsford West Urban Water Specified Area Bylaw"; Bylaw No. 46-95, "Abbotsford East Rural Water Specified Area Bylaw,"; and Bylaw No. 47-95, "Abbotsford East Urban Water Specified Area Bylaw" are hereby repealed.
